toukoucity is just very very slow to stream.

And Nicovideos has lately made it extremely easy for foreigners to register. Probably against the will of their former users.

There are also a lot of sites that embed Nico Nico Douga vids can be watched on without an account. Like Nicovideo viewer.

And even Nico Nico Douga can still be slow. You probably aren't near their servers and all.
