First line of text says "Petersburg in June"
('in' as in during)
The second line is something nonsensical that I suspect was the result of using Google translate on something along the lines of "Rider strike HIRYU". Translated back into English, it becomes 'RIDER (spelled with Cyrillic letters) strike (as in workers going on strike) HIRYU'.
