It is not Borderlands fat outlines and no gradients cel-shading, but it is, in my opinion, still cel-shading. As an example, look at the shadow of her head and the hair on her left shoulder, how it goes darker in bands instead of a completely smooth transition? (You may have to zoom in a bit, <ctrl-mousewheel up> or <ctrl- +> .)
Then again, it may also just be an effect of converting it into a gif, since I don't have the original video (the links on the other pictures are all dead) I have nothing to compare with.
