I think your reading into it a bit too much. Basically what i got from the scene was that her mother is pretty much showing how much control and dominance she has over her daughter. I mean can you imagine if ANYONE else tried touch Satsuki like that how many bits of hamburger they would be sliced into? Plus you could also argue she was just feeling up junketsu the new life fiber uniform she hasn't seen her daughter wearing before. But that's giving her to much credit i guess =p.

I think you're both right. It's pretty clear that Ragyu is narcissistic as fuck and undeniably the god-empress of her little world, but I get the feeling Satsuki embodies the qualities she finds attractive. namely, beauty, power, and herself.
