Can Junketsu talk? Senketsu can so it stands to reason that Junketsu can as well. Maybe Satsuki hasn't tried.

He talked once when she released him and he attacked her like Senketsu yelling "GIVE ME BLOOD!!!". After that, he hasn't talked again..

Junketsu is more likely starving to near death since everytime he does something he seems feral as hell

When he gets enough blood he seens to calm down, Crazy!Ryuko could wear Junketsu or the other way around
