I don't know what the Japanese word for it is but she's the "type" of girl who acts feminine without looking feminine.
Other examples include Sakaki from Azumanga Daioh and Makoto (sort of) from Sailor Moon. See tropes: Shrinking Violet, Misunderstood Loner with a Heart of Gold.

It is not necessary that each lesbian or gay relationship have a submissive person in it.
Also, people are multifaceted individuals that do many different things in their lives, and fill many roles throughout their lifetimes. A slice of life like this isn't that far of a stretch for Homura.
