Negative. At no point in "Infinite Crisis" did Power Girl look that way.

I would say she's more of an "Earth 3" persona.

This ain't Power Girl or Supergirl. Hell, this chick ain't even from DC or Marvel. She's a manga character named Athena Haruka who has the superhero identity "Eighth Wonder" who happens to dress like Wonder Woman and has Power Girl's powers.
