And Naruto and Sasuke are genin, yet they are still doing fairly well in combat, better than many higher ranks anyway. Besides Special Jounin is more of a job description than a measure of strength like a warrant officer of real life. Actually the issue with Anko is that she has minimal panel time, so it is difficult to tell what she can actually do.

Ranks don't mean anything. they're just ranks. A general isn't necessarily a better strategist than a lieutenant just because he's a higher rank. It comes down to individual skill.

The prevailing theory, in my understanding, is that Anko is a Tokubetsu Jounin because she either doesn't want or isn't allowed to take on the responsiblilities of being a genin squad leader - which is what usually comes with being a full jounin.
This is on account of her marbles having been doubleshuffled in her time with the snake. Lady's bound to got issues.

To continue the arguement, Anko is a tokubetsu jounin not because of lack of skill, it is just that she specializes the most in a single field. Torture and Interrogation.
