No, it's just that there is a bit over a dozen of hits if you search for kill la kill and frozen. Though over half of them are from this artist. I think.

I'm guessing you mean search in Gelbooru. In any case, the reason may be simply the artist is a fan of both? And the fashion for Junketsu does suit Elsa well. Not to mention she looks freakin hot in it.
