No, Abel was initially designed as a male character who's gender was intentionally not obvious. They decided against this eventually and just settled for generic buff dude. This Abel design is indeed male and a trap.

Abel was a male in that design though. It's even blatantly indicated in the official blog that he was meant to be a boy who just happened to look feminine and took that to his advantage.
