Both probably about as dead as Elvis.
Pen-Pen was mostly comic relief, and there wont be much need/place for that in FINAL.
Hikari has a better chance (if you infer that Touji didnt die @N3I but later as indicated by his shirt being in NERV stock). But since her role in Rebuild has been mostly a cameo of what it was in NGE...if she did survive, her role will probably be extraordinarily short. She was barely mentioned in 1.0 and 2.0.
