They did say she has never been in a Street Fighter game before, which is TECHNICALLY true.
You only saw her for a couple of seconds during a character intro in Alpha 3, but she wasn't playable.
And honestly? I think she looks kinda fun to play. Sure she has a lot of Cammy's normals but the specials are what really make her different.
That and Juli and Juni had the same normals as Cammy and I didn't see anybody complaining about them much back in the day either.
Whiner's just need to suck it up a bit. Way worse has happened before.

And honestly? I think she looks kinda fun to play. Sure she has a lot of Cammy's normals but the specials are what really make her different.

Fixed. Technically, she IS in that game.

The fact that she was unplayable doesn't mean that she wasn't in the game. Heck, Poison was not playable in SFIII:3S and only appears on Hugo's intros and victory poses, but by all accounts she was in the game, and all official info and data books acknowledge that. Same goes for every other unplayable characters (be them full, stand-alone fighters, part of another characters moves/intros, or stage cameos), Decapre included.

And what source are you referring to? What was said is that the new character wouldn't be from Final Fight, would be female and had never been playable in a fighting game. Non of that suggest that she had never been seen in a Street Fighter game just that she hadn't been playable.
