I believe it's more like they un-tucked her shirt in the DVD leaving it to hang loose rather than gather back in towards her body

I think it's more a correction than anything else... the anatomy is just plain off in the TV version.

Even if her character had a chest to speak of, the shirt gathering like that makes absolutely zero sense unless her breasts defy gravity, she isn't wearing a bra, and her stomach is literally flat as a board.
