Yeah if anything it looks reminiscent of maybe late 90s anime. But as Leejunne said, you don't have to be looking very hard to notice that Kill La Kill used cheaper animation for comedic effect for sight gags and such. And some of those were reminiscent of newgrounds flash animations but this particular but? Not really.

Relegating cheaper animation to comedic scenes is a simple but ingenious way of saving money. If a joke is good, no one is going to give a shit how bad the animation is. Conversely, if a joke is poor, no one is going to care how good the animation is. I mean, good animation *helps* to deliver a joke (see: classic Looney Tunes and Disney shorts) but if Teen Girl Squad can become a hit sensation that just shows how much of a secondary concern animation really is.

Relegating cheaper animation to comedic scenes is a simple but ingenious way of saving money. If a joke is good, no one is going to give a shit how bad the animation is. Conversely, if a joke is poor, no one is going to care how good the animation is. I mean, good animation *helps* to deliver a joke (see: classic Looney Tunes and Disney shorts) but if Teen Girl Squad can become a hit sensation that just shows how much of a secondary concern animation really is.

Even non-comedic scenes/important scenes like Ryuko punching Satsuki for the first time are either stills or lazily animated. The stills don't even look that good. I've seen a lot of 90s anime with better stills. Remember the AMAZING animation of Ryuko vs Nui when the still swords were just floating and clashing? Remember how hype the elite four was when they revealed their final goku uniforms only to NOT have any cool animated scenes of those uniforms?
Remember how shitty the running animation was when Satsuki was going to decapitate Ragyo? I can go on and on.
The show 's art style is great. It's dynamic and full of personality, but it's animated with barely any effort. The show has very mediocre animation and I can count on my fingers the number of actual good animations (short transformation scenes, Satsuki slashing the fodder students in ep 18, the ship stabbing the Life Fiber,etc.)
I'm gonna get a lot of hate but that's the truth. Trigger got fucking lazy. The fans were already overhyping the show so they didn't need to actually make smooth/detailed animations that much. Overall the show just doesn't look that good.
Hell, KnK looks even better than this. Hajime no Ippo and HXH shits on it too. Anything that wasn't put together lazily looks better than Kill la Kill.
