Elsa, definitely. She was locked away for thirteen years with no other way to distract herself from the fact that she had deadly ice powers -- Chess is a very relaxing way to let the hours drift by if you have a decent opponent. Plus, being a Queen, Elsa has likely learned to think strategically far more so than Rapunzel.
