If I'm to guess, this is mini-Flan, AKA Flan's daughter in gomasamune's touhouverse.

A rough romanization of the katakana that might help:

mikoto-F?-sukaretto (the latter part of which is the Japanese spelling/pronunciation of "Scarlet"... no idea if that's a F or some character I don't recognise. I think it's an F, but someone more familiar with Japanese should probably confirm.)

...and after further examination (I'm the first guy), I believe this is saying that her name is "Mikoto Scarlet", and the F is probably just a denotation of gender based on the other information provided in the image.

Please forgive my derpiness, I'm sadly a bit behind on my Japanese.
