Well, in Henceforward, Weiss literally is part Dust now. She can manipulate that dust to do things like this. However, she tends to sprout dust depending on her emotion. To get a better understanding, go look at some of kuma's work, and her AU, Henceforward.

Also, I did spoil some things in the beginning, but I am that type of guy.
