I once heard a story that in Buddhism, a monk once saw a renowned martial artist moving faster than the human eye could witness in the pouring rain, and once finished, got out of the rain completely dry. The monk asked why he moves so quickly and the reply was "I practice avoiding the rain so that I can improve my ability to move quickly"

The monk demonstrated his powers as well, becoming thoroughly soaked in rain. The lesson was that it's simply rain or something.

I think that the joke here is that Byakuren is doing the same as the martial artist in the story and not what the monk would have done.
