Tifa's superhuman, but Rinoa's a sorceress - just point and cast all manner of magick at the target until defeated. No GF, no materia, no MP, etc., needed. ANY magick. Unlimited supply. Outside of the games, that could translate into Ultima being cast on Tifa hundreds of times in a row.
Plus, in a pinch, Rinoa can throw her dog at Tifa.
