They probably will at some point, they were in the Manga after all, and Crystal is basing itself off the manga. When it gets renewed, they'll likely appear.

@Anon2: I don't wanna be "that guy" but Crystal has 26 eps and it looks like it's 1 chapter per episode... which means the first two arcs only, no outer senshi outside of Pluto.
