That Woman behind looks so through and through evil - and this looks a lot like nothing else than a direct, vicious Rape-Assault, to tantalise and torment the tied up Woman, only so the other Woman behind her can get a spiteful Amusement out of this.
If you look up the Tags, the words 'Torment' and 'Humiliation' are inside of it. Also from the black Lines around the pelvis of the evil grinning Woman and the Tag 'Strap-On' i think it's clearly that she intentionally rapes the Woman on the Ground, only to hurt her.
It is really obvious here if you watch closely. There are small drops of Blood on the Ground near where the Elf Woman gets raped and under her Boobs. Argue if you want, but i think her Nose is bleeding, too - makes me think all the Piercings she got about everywhere on her Body are completely fresh,

This is yuri as two females are engaging in sexual activity together. That is all that is needed to quality for the yuri tag. It doesn't matter if the sex is consensual or not or the sexual orientation of the characters in cannon.

Well, jeah,

As I said before, the characters enjoying it or not has no bearing on the tag's use. If there is sexual interaction between two females, it gets the yuri tag, even if both females are being forced into it. Consent is irrelevant to the yuri tag.
