Needs 'grappler_baki', 'hanma_yujiro' (that's his back in the background on the far right of the second panel) and 'doppo_orochi' tags.
Not good enough at reading moonrunes to translate, but the comic is referencing a scene from Grappler Baki where Orochi, while fighting Yujiro, uses a karate technique that makes his eyes rotate independently of each other, like a chameleon's, in order to see numerous attacks coming from multiple angles simultaneously.
So, Derpy's claiming her eyes are like that because she's a karate master?
