Why didn't anybody ever just use Shenron to revive the Saiyan race and Planet Vegeta? Or like, technically Goku and the gang kinda go back and forth from life and death at will, maybe they could track them down in the afterlife?

Because you need to have your body in tact to be revived. And most of the Saiyan race was evil, why would they want to bring them all back? Besides, they can only be brought back a year before their death. But then again, Freeza got revived from the Dragon Balls in that upcoming movie. Why? I don't know.

Toriyama probably forgot about the 1 year thing. He forgets everything. Also Gine is canon. Dragon Ball Minus was written by Toriyama himself. Plus is could be be possible for Gine to come back in Super...But it probably won't be forever and certainly not in the saga they are in right now. This is something that would probably be more towards the end of the series.
