Girls have their first period when they start puberty. This can be any age between 8 and 16, although most girls start their periods when they're about 12.

Anon 2: That's mostly right. Girls (and boys too actually) have been hitting puberty earlier every year though. A weird medical phenomenon that kind of scares me a little.

Not that it matters. Since a fun fact is that underage pregnancy is at the lowest rate it has ever been in history.
