She's a child of thalidomide, however the amputee tag is used as a catch-all tag for anyone missing limbs.

Thalidomide poisoning sometimes causes congenital amputation, which results in missing limbs at birth. This is still considered amputation, even if it happened without surgery.

Although, we don't know if she was born with congenital amputation, just thalidomide poisoning.

Her bio on the official site does mention having surgeries in addition to the birth defect, so the 'amputee' tag is valid for that reason alone.
