Okay so I realize I'm several years late, but Japan imports ~60% of it's food. They briefly had self-sufficiency in the 1970s, but had lost it again by the mid-80s. Even pre-war they were reliant on their colonies to meet all of their needs. They do almost, though not quite, meet their rice demands. Even is seafood products they're a net importer.
So, well it would probably be a war crime, mining Japans major harbors and interdicting her trade convoys would be an effective strategy.
Incidentally this also applies to the UK.
