Inless it's changed since I last spoke to a mod, the rule is it get a futanari tag unless it's from an angle which clearly shows there's no vagina. In situations like this where it could just be obscured you can just assume it's there.

Look at the number of posts labeled newhalf.
Now look at the number posted as Futanari.
How many of those newhalf posts do you think don't have the futanari tag on them as well?
Futanari is used as a blanket term on this site.
Fun fact. Before animated versions, both transexuals and hermaphrodites were referred to as futanari in Japan.
Only once they became popular in anime and manga was the term newhalf created to refer to the real life counterparts.
So, technically, this is not newhalf.

Yes, the character appears in other pics where she's proved to not have a vagina, so I guess the correct tag would be newhalf. Thought the idea is that newhalf is included within futanari tag, right? every newhalf is a futa, not every futa is a newhalf.
