Oh but it can and does. Garrus has the reach and FemShep has the flexibility.

Besides Mordin also seemed to believe those two would be fine together, and if anyone would have doubts about such a mixed species relationship it would be him.

yea I'm gonna agree with anon 2 on this. because the game made garrus sheps BFF by default... still love liara though.

Liara+Femshep=ftw! But for the sake of argument i like what a hopeless romancer Garrus is and how Shepard kind of helps him by nudging him to right directions.
