That's not a Kamen Rider. Main clue is the fact that Kamen Riders generally have a Bug theme until the Neo-Heisei period. That looks like a reimagining of... I think his name is Zubat? He's another Masked Hero from the creator of Kamen Rider and Kikaider IIRC from the Showa period.
If it IS from kamen rider, it's not one of any of the main 30, nor any of the current secondary/tertiary riders from Heisei period onwards. I don't know how to tag this though...

Huh, I thought about that, but yeah. It might be Akaranger from the Go Rangers.
It's hard to tell, because the visor's supposed to be blue and he normally wears a red cape... The emblem on his helmet, if we could see it from the front, would provide definite proof. But I think it's close enough. Good eye, Anon! I'll change the tags
