when you mean "safe" are you meaning a virus-free download, or one that won't get you in trouble with your local authorities?

Because if you mean the latter then it's really dependant on your local government. In the US real CP is illegal, but you can have drawings and CGI's of it for some strange reason. Japan, too. But, I think in like Australia you can get in trouble with anything depicting an under-age person doing sexual acts. So, even looking at this gif would be deemed illegal.
