Actually, the reason they're wearing those hoods is because they are a part of the Japanese traditional wedding outfit.
(If I'm not mistaken.)

So what this picture is trying to convey is that the poor bastard in the middle is in fact married to those four Oppai Operatives, and not a member of some cult of well-endowed women obsessed with Breast-Pressing their men.
Although either scenario works for me, I much prefer the Wedding Night Fantasy!
