Possibly, the artist didn't count the alternate skins as standalone Smashers, like Wendy Koopa as an alt for Bowser Jr skin.

And maybe Sheik, since she is technically Zelda's transformation alt.

You're right about fem. Villager being an alt skin, but fem. Robin is there and she's also an alt skin.

Maybe the artist wanted to have "attractive" and "realistically-proportioned" human girls only.

Let's be honest here, Wendy and fem Villager are not eye-candy material, otherwise you'd be seeing more fan-arts of them.
