The character is Futanari Angel Idol Narieru(?).

I believe it's something like a mascot character for a futanari artist discussion panel on Niconico lead by RED-RUM and DAWY. The original design of the character, as far as I can tell, was by Kurenai Yuuji.

It's her wand I believe. Allows her to change people's genders and such.
