The top panel shows a date (11.11.)

The sign Fox is holding up is a bit harder to read which is why I didn't put a note yet.
The first line seems to read as "ruuru ga" which might be the word "rule" (like in games, not like a king) and a grammatical particle.
The second line is a single verb, judging by the ending, but hand-written kanji are really hard to read and I haven't yet figured out which it is.

Oh... I get it... you ever heard of the game called Chubby Bunny? Well this Grimm here did that with those chocolate stick things you sometimes see in anime, referring to Keijy's stuff, the 11.11 is I think how many the Grimm (Most likely Ursa) fit in its mouth, 1,111. And well Chubby Bunny is a dangerous game as people can die and choke, this happened to the Grimm, what Fox is holding simply is the rules of the game.

11/11 is pocky day, you see a lot of drawings of characters eating it on pixiv that day in particular.
