No Anon2, that's Nico from Dragonball Heroes. She has 3 forms, this is her first form. The player avatars in Dragonball Heroes are usually modeled after another character in the series, like how the Male Saiyan Ranged Specialist is based on Radditz, the Melee Male Android/Cybvorg is based on #17, etc...

There is always a ranged, melee and endurance(tanky) specialist Avatar per race/gender combination.
