Fact: Hinoka is not Cordelia in if. There is an actual Cordelia like character in Matoi, Tsubaki's daughter(Her mother can be any female affiliated with Hoshido).

Or Luna (who is literally Severa, Cordelia's daughter) in the Third Path DLC. She even comments on how much Matoi looks like Cordelia.
