There are two main reasons (that I remember):

1) Satou Daisuke (the author) felt it would be a little crass to be writing a manga about the apocalypse in the aftermath of the 2011 Touhoku Earthquake and figured on waiting until things settled back down before continuing with the series; however...

2) It's my understanding that Satou Daisuke (can't just call him "Satou", since the artist is Satou Shouji) had some sort of heart disease and was undergoing a lot of surgery and recovery to get better, which will understandably take a fair bit of time.

The good news is that what I read, if I remember correctly, did say that the Satous had several chapters planned out for when the series returns to an at least semi-regular publication. On the other hand, what I read also stated that they're unsure of the series' popularity, which is the main reason they realeased that single chapter back in 2013, to gauge the popularity or something along those lines; there's apparently a place where you can buy a digital copy of the chapter online, which will help inform the Satous that we're eagerly awaiting HotD's return.

Sadly I believe the author has moved on from the series. His latest work is Triage X which was picked up to be made into an anime (to begin airing April 9th, 2015). Check it out:
