That armor doesn't seem useful considering that her chest, which is where all the vital organs are, has no protection.

^ You must be new to anime. Most armor comes w/o chest protection because breasts. Everyone likes breasts.

Another reason might be that they're more flexible with a partial armor rather than one that covers the whole body, more armor = more weight. Might be an important factor. Or the combination of cloth and plate armor is supposed to give off some sort of knightly impression.

tl;dr: we don't question, we just fap.
