Official Canon reveals that Mai's chest is smaller than that of Makoto's.

The official stats are as follows:

1. Makoto
2. Lichi
3. Bullet
4. Tao
5. Mai
6. Tsubaki

everyone else have basically just b-cups or smaller. Tsubaki is around "medium" perhaps a little bit smaller... so Mai's chest isn't actually all that large. It is her thing frame that make her chest look larger than it is.
