Guy in the background can't decided if he wants to start clapping or not. Its not like the animators were being lazy with background extras or anything.

^ Let me tell you the true story of the mysterious "clapless" man in the background. Not so long ago, this man had a happy life. He had a wife and kids, and every day was full of joy. Unfortunately, these times of bliss would not last. Both him and his wife lost their jobs. With no income, times became tough, but an offer would perhaps change their fortunes. A scientific research group proposed to give the man a large sum of money if he would undergo an experimental procedure. He was hesitant about agreeing to this, but ultimately decided to go through with it. It would turn out to be a disastrous decision.

The procedure consisted of imbedding magnets into the man's hands. This would have grave consequences. The magnets in his hands were placed with similar poles facing each other, causing them to repel each other when in close proximity. The man's ability to clap would now be stripped of him... This would drive his wife and kids away from him and he soon found himself alone, depressed, and wallowing in self-pity.

Nowadays the man attends various events in an attempt to cheer himself up and change his outlook. But every time he is about to find a little piece of happiness and attempts to clap, his hands repel each other as they have since the procedure, and he is reminded of the whole tragic experience. It is an endless cycle of trying to achieve happiness, but falling back into depression. Will he ever overcome this? Will he ever live his life again?

tl;dr version of unclapper: nigga never knows if they're done or not. It's the awkward everlasting moment of not wanting to be "that guy" and jump the gun.
