It is if you entertain the notion that Arc, Chouginga, Tengen Toppa, and Chou Tengen Toppa are all a ways back in the background. You have to consider depth in an image like this.
Gurren Lagann: Up close.
Arc GL: Hovering over the horizon.
Chouginga GL: Opposite side of the solar system.
TTGL: A number of solar systems away.
CTTGL: Clear across the other side of reality.
There, now it's to scale.
