I think a large chunk of hentai that focuses a lot on breast themes actually do so because breasts don't need to be censored by Japanese law, vs any sort of imagery of the vagina & penis. Even though any dicks used are censored, the breasts aren't, and that's a big selling point. And when there are no dicks involved, well, then they can boast uncensored porn.
