It's actually black and blue. As in the real dress.
But the uploaded photo's lighting is done in such a way that the human brain could either interpret it as a black+blue in an artificial lighting setting, or as white+gold in a natural lighting setting

So basically they pulled the same trick as an anti-counterfeiting device you can find on some bills, like the $20. Look at it one way, the numbers are green...tilt it, and they turn black. But only those colors, which is the trick.
