Kaneki can be hurt by a shooting weapon, but his regenerative ability is way higher than ordinary ghoul with his type of kagune (Rinkaku type relies on rude physical strength and trying to end fight by one or few more strikes, but this type is very fragile)

So yeah, Kaneki still Win

Ghouls cannot be hurt by normal guns, Ghouls can only be hurt by Quinque weapons and Q-Bullets; Q-Bullets are made from the same metal made to make Quinque. The cup that cut Kaneki's finger early in the series was made from Quinque metal, too.

Kaneki wins this fight. Don't forget he's not even using his Kakuja in this picture.
