They're not placed correctly, they're far too low. Or at least, the way they're animated is incorrect and makes them seem far too low. They look like they're sprouting from her stomach, almost.

They also seem way too hard, the bounce is so unnatural. It's like they're made of fairly firm rubber.

The tit location is fine if you study enough images of breasts you'll see the location of these falls in the normal range. Her body on the other hand is out of whack in general in this animation. It isn't really proportioned well at all. She has practically no lower torso its like her ribs and hips are connected and thats it.
