Basically, Gainax brought in a guest director for episode 4, Osamu Kobayashi, and gave him a lot of creative control and well, the screen caps show the results.

i honestly though it was a joke until i read the comment from one of the directors and it was translated as "like putting your face next to an anus and breathing deeply" when asked about the art and quality of that eps. Nobody in gainax was happy.
