Well, anon1, animation like that can give a sensation of speed if used sparingly. Unfortunately, the post-Raditz fights of Dragonball were apparently directed by Ebenezor Scrooge so they did that crap all of the time.

Most of it was made in the 80's and early 90's. You look back at other animation and it's the same.
Reusing frames was a common thing back in the day when they actually drew stuff and didn't make it all on a computer.

And spite DBZ using 3 images for a fight scene...the fights are still more exciting than most fights in other animes. Well, until the 5+ minutes (Freezer time) staring and screaming matches.
