Character is Saber, from Fate/Grand Order - and yes, she's been designed by Huke.

She's one of like, all the Sabers and she's new for the upcoming game.

You had me until I read "iOS and Android."

And like nearly every other Japanese mobile game, it has 50 different character designers working on it, which means no consistency or coherence in art or design.
