Now that I think about it, the "Wanted" poster in the background should've been a dead giveaway that it was Nami dressed as Tashigi instead of it being Tashigi herself. I mean, correct me if I'm wrong but I don't even think Tashigi has a bounty on her head. Just as well the artist could've been trying to reference the fact that a she's Marine Officer and wanted to use the bg poster as a sexy way of saying "Look out! Bad Guys!!".....Maybe I'm over-thinking this.
