That would be Brian Drummond, who also voiced Ryuk in Death Note, Saito in Ghost in the Shell: Stand Alone Complex, Milliardo Peacecraft in Dynasty Warriors: Gundam, Gorgutz 'Ead'unter in Dawn of War and a lot of other roles. He's been at it for a pretty long time now.

They had to say 9000 because they painted themselves into a corner dialogue-wise. Leading up to this while Goku is powering up they had Vegeta say "Power level is at 8000... no, 9000...." If he had gone back and said "Over 8000", everyone would have been like "Well, DUH, you just said it was over 9000, of course it's over 8000!"
